so the san francisco law is very clear. there is no smoking indoors or outdoors for any type of establishment that serves food or beverages. and mr. ahmed the choice to violate the health code by allowing his patrons to smoke indoors even after our meeting, even after i denied the exemption application, and even the follow-up phone calls that we had in 2010. i also sent a notice to comply. that was in 2011. and then there were two notices of violations that were issued in february and may of this year. so because of the continued repeat violation, the department ordered a cease and desist of smoking inside of the cafe, also insisted the complete removal of all smoking products and smoking devices, and a 30 day suspension for the tobacco permit. now my last meeting with mr. ahmed was june 19, 2012 and he showed me his new product that he wanted to convert to, which is these rocks soaknd jis rin and the glycerin is infused with flavors. i went last night and wanted -- to observe the operations. so it was the same huka pipes b

not every contact is a law enforcement contact. these contacts are about getting to know these individuals and building trust. sometimes they have to do the job of making that arrest and a lot of times it's building trust and trying to make that breakthrough. and once they do make that breakthrough, you should see the looks on their faces when they come into the office and say, hey, we got a guy, we got a guy that we've been talking to for a year and he wants to come forward and he wants to try it. i can't speak enough about that. their dedication also goes beyond just their work with gang prevention and violence prevention. whenever there is an issue in the district, i can always count on these two to come forward and with some sort of idea, hey, how about if we try this, how about if we try that? they're always thinking towards making improvements, not just within the issues that they work with, but within the district as a whole. they are truly an asset not only to the mission, but to the city of san francisco. and it's a pleasu

a couple areas where it got out of sync with current law. one thing i know that has dragged on. i wanted to get it back before i left office. what you, what was distributed to you, we are not going to act on today. there's a requirement two week's notice before any change. this will come back at our next meeting for action. the changes in the red line strike out copy you have, so it takes the order of business and amends it to our current order business. one place where it has substance to it is the amount of notice we give for water rate changes. it actually shortens the time in the process making it winter with the board of supervisors policy. if we wanted to retain the older, longer time line, we certainly could choose to do that. couple comments. one of the reasons this hasn't come back sooner is because i haven't, just in being chair, i haven't noticed anything that wasn't there that i wished was. i don't think there needs to be something that needs to be fixed. our rules of order of very brief. they do not reference and are no bound by robert shules of order, you have a mo
